First I would like to add that while I don't know a whole lot about them I am a fast and willing learner.

what kind of microprocessor/micro-controller would I need to have all of the diodes to be illuminated simultaneously in a 4 legged RGB LED?

i don't know a lot, but you may try checking out the Arduino, an "open-source" board for do-it-yourself electronic products.
