that looks like a blue Crytsal P3 with one of the strobe functions enabled

Well lets see,

I can tell you that is a P3 in action, just in strobe mode, in the picture. Its just the
"crystal" variant which has a hood similar to those on the Rav'Ns which allow you to attach the Rav'N crystals on them.

Now as for the picture itself that's a timed exposure. The shutter is left open for a longer time than 1 or 2 seconds, like most pictures, thereby exposing the film to the object to be photographed for a longer time. This allows for the trail effect you see.

Most of these type of pictures can only be made using professional cameras.

To get that effect, switch the P3 into the medium brightness level. The frequency modulation used to dim the light is essentially an extremely fast strobe. It's not visible when you hold the light still, but when it is moving fast (such as on a string, or if you move your hand quickly), the effect becomes visible and looks like the picture in the above post. The fast strobe function on the P3 is similar, but a photograph of the light in motion would show longer streaks of light rather than the distinct dots of light shown in that picture.

actually that pic was taken with a digital camera...the DSCF before the number on the [ic means that it was taken with a Fujifilm camera...I have a Fujifilm ds-10(i think thats the camera) there are a bunch of pics with tracers like that on my web page.
